Are they buying for a family? That's the only way I can see not being able to eat for $20 a day - but it sounds like something is off for them. I'm in a pretty expensive area, and even I can get a week's groceries for a family of 4 for less than that.

There are plenty of meals you can make for under $20 is you make it from scratch.
