Google blocks news content for some Canadians in response to online news bill
The tech giant recently launched a five-week test that will impact the way news results appear for a small percentage of users.

OTTAWA — Google says it has started limiting what kinds of news content some Canadians see on its search engine as part of a test intended to inform the tech giant’s response to the federal government’s online news bill.
As first reported by The Canadian Press, the company confirmed to the Star late Wednesday that it is “briefly testing potential product responses” to the proposed legislation, affecting less than four per cent of Canadians who use the world’s most popular search engine.
At issue is Bill C-18, or the Online News Act, which would compel web giants like Facebook and Google to share some of the revenue they make from posting news content on their platforms with the media outlets that produce the stories.
But the company has long battled Ottawa over the bill, which was introduced last spring as a way to support a shrinking journalism industry that has seen tech titans dominate the digital advertising market.
“We’ve been fully transparent about our concern that C-18 is overly broad and, if unchanged, could impact products Canadians use and rely on every day. We remain committed to supporting a sustainable future for news in Canada and offering solutions that fix Bill C-18,” a statement from Google read.
The test, which began recently, a company source said, will run for approximately five weeks. Google would not discuss the exact changes made to the search engine for Canadians captured within the test.
The source, who spoke confidentially to discuss the test, confirmed that the test does impact the way Canadian and global news results appear to varying degrees. There are different streams within the test, meaning that the small portion of Canadians affected may see different results when searching for a news topic.
The company conducts “thousands” of such tests each year, none of which are publicly disclosed when they are launched. In fact, Google was not planning on making this particular test known to the public: it only did so after The Canadian Press queried the company about unusual search results. The majority of tests tend not to result in concrete changes to Google’s services.
It’s not the first time Google has launched an attack against other attempts to seek payment for news sharing on online platforms. The company once axed its Google News service in Spain for seven years after the country sought a monthly licensing fee for publishers whose content was linked on the platform. It also threatened to pull its search engine from Australia over that country’s News Media Bargaining Code, upon which Canada’s legislation is based.
Back in October, Meta threatened to block Canadians from sharing news on Facebook — a move it followed through within Australia — due to its own concerns with the bill.
Laura Scaffidi, a spokesperson for Heritage Minister Pablo Rodriguez said it was “disappointing to hear that Google seems to be borrowing from Facebook’s playbook.”
“This didn’t work in Australia, and it won’t work here because Canadians won’t be intimidated. At the end of the day, all we’re asking the tech giants to do is compensate journalists when they use their work. Canadians need to have access to quality, fact-based news at the local and national levels, and that’s why we introduced the Online News Act. Tech giants need to be more transparent and accountable to Canadians,” the statement read.

For several months, Google has called for several amendments to the bill, including striking or limiting a section of the proposed legislation that would block platforms from giving “undue or unreasonable preference” to certain news content. Because the company ranks content based on its legitimacy, it has argued that this section could force the global search engine to treat serious news and misinformation equally.
Google is also looking for language changes that would make it more clear that online platforms would have to pay publishers only in cases where it displays the content of the news article — not simply linking to them.
Because the bill is currently being studied in the Senate, a federal source said Ottawa’s response to Google’s threat is to let senators do their jobs by debating the bill. The government remains open to continuing conversations with the tech giant, the source said.
Torstar, which publishes the Toronto Star, has lobbied Ottawa regarding the bill. In 2021, Torstar also struck a deal, along with a number of other publishers, to join Google’s News Showcase service, which helps direct traffic back to news websites.
