Emil's place is writing sidequests and sidequests only, he should never have been promoted to a chief creative role, because he treats everything as if it 'were' a sidequest. Where there should be meat and a meaningful storyline, he substitutes it with something banal and forgettable. I think Starfield is his first major failure, where he no longer had an established IP to hide his shortcomings. And despite how well the game sold initially, there is absolutely no franchise potential to be had. The latter half literally railroads you.
If you're smart, you can see there's something really wrong and even effectively confront the suspect with some critical evidence, but that doesn't do shit and you can't act to head off stupidity because Emil's script railroads you so you're not allowed to actually do anything he hasn't scripted.

It's all about audience. They could easily make a pozzed "message" game or movie today and get their point across while still having a great story and action, they just refuse to. They were under the assumption that they don't need to anymore.
