Turns out it was for an even stupider reason.
Developer laziness and incompetence.
The morons wanted to make the avatars more customizable and didn't want to do twice the work to make different mods for males and females.
(And to allow intersex avatars as well, but that was just a bonus.)
So they made a single frame and botched it so you could only make it semi-female or semi-male, even with the various sliders maxed/bottomed out.

So we have laziness and incompetence, with a dash of bonus pandering, to blame.
That's mid 2020s gamedev for you.
