Grounded Commonwealth 1.19 — Fallout 4

Handmade like an artisan bun from Arby's. Who tf buys this handmade crap?
Life is an RPG when you think about it.
Started up Fo4 again for the first time in five years to give this mod a try, and was reminded of why I lost interest last time:
I keep experiencing this frustrating bug where many of the enemies I encounter spawn with exactly 80 max HP. Even upper mid-tier enemies like Raider Survivalists and Super Mutant Enforcers that are supposed to have close to 400 HP. Enemies that should be challenging fights end up getting two-shotted by my shitty combat knife.
Is this a known issue with the base game? I can't find any mention of it anywhere, but I can't figure out which of my mods could possibly be causing it, either.
It doesn't happen for every individual enemy of a given tier, so I don't think it's a careless NPC record edit. I checked all my mods in FO4Edit, and couldn't find anything suspicious.
EDIT: 'recycleactor' fixes it, but could cause bugs if the npc is named, scripted, involved in a quest, and so on. If desperate, try 'recycleactor' and then 'moveto player'.

Fixed a few bugs with the loading screens where NPC's textures weren't showing up.

Their new site update is really clunky to navigate. There is no "Open in new tab" option, clicking on a mod now sends you to a separate page, and going back from that page resets the whole list of mods. So, now it's a huge pain in the ass to browse.
And, holy shit, you can't even link to separate mod pages. The link is fucking broken!

Carl's log refers to Sal (some badass ex-Gunner bounty hunter or something) as she. Not sure if the (always dead) NPC is male or female in the mod.
One of the founders of Cambridge polymer labs (the top genius who figures out the power armor coating superscience problem) is female. Her being married to another founder is a minor plot point, so that might be hard to change.
Boston bugle article terminal (article 3) refers to the 'men and women' of a US army infantry regiment.
Automatron DLC:
Jackson's Holotape and Zoe's Diary still refer to the robot as Ada.
Also, there was a line of dialogue with the robot right after you find the caravan ambush site and talk to him for the first time where a line of voiced dialogue didn't match the subtitles (can't remember which, ask about the robots and revenge and such).
The Vault-Tec Population Management System (from the Vault-Tec Workshop DLC) still refers to the bot as Ada during a VIP scan.
Anise Ciroletti, the chief brain extractor robotics expert scientist. Mentioned several times in various Mechanists' Lair terminals, and heard on a holotape.
Sara Wolliczek, another Mechanists' Lair scientist bigshot mentioned on one of the early terminals in the building.
The cig machine scheme terminal in Power Substation A in the Lair mentions several women working in the secret underground mad science lab.
Lair again. Test subject terminal mentions ex-military woman. Could have been a non-combat role, I guess.
Lair. Holotape in Mechanist's bedroom calls her Isabel twice.
Lair. Secret room terminal near the bedroom mentions more female genius scientists.

The raider woman who lures you into an ambush in Hardware Town by pretending to be a civilian in trouble. That actually makes sense.
The lunatic drifter in Kendall parking who duct tapes frag mines to mole rats is female. Not really a problem.

Found a quest-breaking bug in the mod. The quest Vault81Tour (Vault81Tour [QUST:00099E5D]) gets stuck in a loop outside the overseer's office due to incorrect TSCE references in all 3 dialogue options. It should start the scene TourDinerScene [SCEN:00099E95], not TourOverseerScene [SCEN:00099E92].

I can upload a small hotfix .esp if anyone needs it. The quest is optional and gives almost no reward, but will be permanently missed if you turn down the NPC.

Okay I am having an issue. When I try to enable the mod it says it cannot be installed since it depends on files not present. What am I missing?
Going to try out this mod if I ever get around to playing Fallout 4 again.
As cool as this mod is though, I think it goes to show how badly Bethesda misinterpreted what Fallout is. There's this really good video y'all can check out called "Bethesda Never Understood Fallout" (rest in peace Shamus Young

Basically TLDW, he talks about how what Fallout is SUPPOSED to be is an example of retrofuturism, where we depict the future as people of the past would have interpreted it. So back in the days in the 1800s, they thought the future would look something like this:



So if we made a game where we depicted a futuristic setting but as the people of the 1800s saw it, then that's an example of retrofuturism. But Fallout gets even deeper where we the futuristic world as the people of the 1950s would've interpreted it, but it was nuked to all hell and the old world is GONE:


Fallout 4's issue is it suffers from just taking a 1950s-esque world with some futuristic technology and putting it in a post apocalyptic society. "Look, there's gangs wearing tuxedos and shooting tommy guns! A guy dressed as a baseball player is selling bats and has a funny Boston accent!" That's not what Fallout was supposed to be. But if Bethesda writers were going for "le funny 1950s in a nuked world" in Fallout 4, then we may as well go all the way and do what this mod does too I guess? But Fallout was never supposed to be a "caricatured America that never moved on from its 1950s Atomic Age culture". It used to be much, much deeper than that before Bethesda got their hands on the IP. This is a world where a faction of slavers and Roman LARPers wore football armor while committing atrocities because they didn't know what it was used for in the "old world". They just found cool armor that served their purposes.
This mod doesn't really fixed the inherent issue with Fallout 4 but I guess that goes down to the very game's DNA.
