You'd be lucky to get 30fps on 720p even after installing a mod to lower the settings below default. It's a question of do you like slideshows?
I'm also unsure if FSR2 will work with a card that old, if it does then 1080p/50% resolution scale might get you 30fps on low settings. That could be borderline playable, if you don't mind 30fps.
This is even older than the ancient system I upgraded from two years ago. I have no idea how any gamer can live like this even if they avoid AAA games. I would build a new PC and turn that one into a NAS/HTPC combo.
Edit: In fact, my HTPC has a CPU that's two generations newer than this. 4770k.

Todd is correct and most people complaining about "optimization" are tech illiterate ******* who have no clue what they are talking about. There are a few recent ports that are badly optimized such as the Harry Potter game and that new Star Wars game, but in 99% of cases the people complaining are *******.

I think it's the closest thing to Daggerfall that Bethesda has made in decades.
But unless you love space and racemixing you could just go play Daggerfall Unity, which is wonderful.

I think its closer to Morrowind. Starfield was made by poos, and we all know poos mumbo jumbo inspired a lot of Morrowind lore, so 20 years later the bloody circle is closed on the unworthy septim heirs etc etc
