Both games are first person shooters in a postapoc setting, however the similarities end there. Apples and oranges basically.
Stalker SOC and CS aren't open-world and they rarely give you an incentive to backtrack to cleared locations, stalker soc & cs don't have an rpg system and handle progression through acquisition of better guns/protective suits. They are basically Far Cry 1, but with an inventory system.
Stalker CoP would've been a better example since it has a proper open world (split into three zones, but still), with loads of sidequests and a very similar structure to Bethesda games (the main quest is basically just an excuse to send player to visit different cool places in the world). But even then those games have too many differences to be truly compared.

In fact, there are still no games like Bethesda's rpgs. KCD was probably the closest one, but it still had a fixed protagonist and overly big focus on cinematics/cutscenes/storyfaggotry.

Neither the original story nor the Tarkovsky's film are postapocalyptic, they just take place in a desolated area. Thus you can't actually call games "roadside picnic ripoffs" just because they are postapocalyptic and were made by slavs, for that they have to feature actual plot elements borrowed from Roadside Picnic (i.e. alien visitation, anomalous zone with artifacts, the wish granter, etc). I.e. the only games that can be considered "ripoffs" or "rehashes" are STALKER series and Encased. And maybe Tunguska.
Metro is your bog standard post-apoc game, most of the stuff it borrowed from STALKER wasn't originally present in the Roadside picnic. ATOM has more to do with Fallout than Roadside picnic (barring a few pop culture elements which Atom is teeming with anyway). To be honest, Fallout 4 isn't THAT bad of the game. If you mod it correctly it's pretty playable.
Here some examples of good mods:
Bullet drop and velocity. Plays well with the fog remover and see-through scopes (with minor blur).
Reload of non-empty magazine (lack of racking).
Reduced ragdoll physics (i.e. no flying in the air due to shotgun).
Unofficial patch, dialogue ui unpozzer, container ui unpozzer, timescale, fov slider, quick trade, width/weight display, some sound ambient/effect overhaul, some weather change (that doesn't change everything too much).
Realistic light, shadows, color: actually looks good by removing that ugly overly desaturated look and **** filter.
Lowered weapons.
Here are some good quest examples
Covenant quest with the methodology being revealed, described as an example of Bayesian fallacy wrt false positives etc. The whole commune front was pretty nice too, they've put some effort into art assets and general design.
Sci-fi writing isn't as bad as the Fallout 3 cringe, it looks like their writers can handle derivative sci-fi well. It's still ripped out of far-better fictional novels and pop-culture though.
